The Beauty Queen's Guide to World Peace reveals a number of quite new and telling points:

The Atlantic Charter and the UN was the best means of reforming the Westphalian System that so repels and worries leaders such as Prime Minister Tony Blair. Unilateral action by the West is simply the first act in a drama that will lead to an unstable world of armed continental blocs.
